Health Practitioner Index
Background
The Ministry of Health has developed and is implementing the Health Practitioner Index (HPI) with support from ACC and health practitioner registration agencies (termed Responsible Authorities in the Health Practitioners Competence Assurance Act (see below)). Health practitioner data is being supplied to the HPI by the Responsible Authorities who have signed a Data Provision Agreement.
The HPI comprises three separate indexes for:
- Practitioner – HPI-CPN (Common Person Number, eg 12ABCD)
- Organisation – HPI-ORG (eg GA1234)
- Facility – HPI-FAC (eg FB1032).
New Zealand is not the first country to introduce a concept like the HPI. In 2004, Canada implemented a provider registry as part of its health infrastructure.
HPI Sector Integration Advisory Group
An HPI Sector Advisory Group has been established with strong healthcare sector representation to help guide the integration of the HPI into the health sector. For the current stage of implementation a sector integration advisory group has been established to provide advice and guidance to the Ministry. Membership includes the following:
- Chief Advisor – Health Information Strategy & Policy, NZHIS (Chairperson)
- Responsible Authority representatives (3) – Midwifery Council, Nursing Council and Medical Council
- ACC representative
- DHB CIOs (2) – Hutt Valley and Canterbury
- Data Management Services Manager, NZHIS
- HPI Sector Integration Project Manager, NZHIS
- Group Manager, HealthPAC
- Ministry’s Identity Management Workstream representative
- User representative
- DHBNZ representative
- Independent advisor.
