Overview and Structure
The New Zealand Health Information Service (NZHIS) is a Business Unit group within the Information Directorate (ID) of the Ministry of Health. NZHIS is one of three information related business units within ID that also includes Health Payments, Agreements and Compliance (HealthPAC) – a claims and processing unit, and Information Technology Services (ITS) – an internal technology service provider.
Within NZHIS there is the Group Manager’s office and four core Business as Usual sections:
- Health Information Strategy and Policy (HISP)
- Clinical Coding Services (CCS)
- Data Management Services (DMS)
- Business Intelligence Unit (BIU).
There is also a considerable project portfolio running at any given point in time. A dedicated Programme Management Office (PMO) provides independent oversight to assist NZHIS with project management. The secretariat services to the ministerial advisory committee, Health Information Strategy Action Committee (HISAC) also reports into NZHIS. The formal structure is illustrated in the figure below:
The key roles and responsibilities of NZHIS can best be categorised into the ‘Four Cornerstones’ of NZHIS, which are as listed below:
- NZHIS ‘Business as Usual’ (BAU) – maintaining service levels
- NZHIS ‘Portfolio of Projects’
- NZHIS Role in the ‘Health Information Strategy for New Zealand’ (HIS-NZ)
- NZHIS Role in ‘National Systems Development Programme' (NSDP).
NZHIS Purpose, Vision and Mission Statement
The purpose of NZHIS is to support improved health and disability outcomes in New Zealand through:
- ensuring effective governance of national health and disability sector information and systems
- providing policy advice, strategic leadership and direction with regards to the health information services environment
- delivering value through the robust management of national health and disability.
NZHIS Value Chain
The NZHIS Value Chain aims to visually represent and demonstrate the model that enables NZHIS to add value to the New Zealand health and disability sector. The model highlights how NZHIS business sections and processes are structured to help meet key NZHIS key roles and responsibilities for the strategy, policy, collection, management and dissemination of health information in the NZ health and disability sector.
The Four Cornerstones of NZHIS
The concept of ‘The Four Cornerstones of NZHIS’ has been introduced to discuss the key roles and responsibilities of NZHIS. The four cornerstones are as listed below, and subsequently discussed in more detail in this section:
- NZHIS ‘Business as Usual’ (BAU) – maintaining service levels
- NZHIS ‘Portfolio of Projects’
- NZHIS Role in the ‘Health Information Strategy for New Zealand’ (HIS-NZ)
- NZHIS Role in ‘National Systems Development Programme' (NSDP).
In addition, a visual depiction of the Four Cornerstones is provided in the conceptual model below, to help portray the linkages to the NZHIS structure and management of national health and disability information.
Ministry of Health Values Base
As the Minister’s principal agent and advisor on health and disability services, the Ministry of Health seeks to continuously improve the quality of what we do and how we do it. To assist in this pursuit, the Ministry has some high-level value statements to which NZHIS also aspires, including:
- Knowledge based - accurate data and information, organisational memory, and improvement focused
- People centred - participation, appropriateness, support, partnerships, receptive to needs of people, and service ethic
- System minded - efficiency, monitoring, enhancements, and accountability.
NZHIS Values Base
As individuals and teams of people working together to achieve the NZHIS vision of ‘Leading Health Information in New Zealand’, NZHIS personnel will undertake best endeavours to reflect the high-level values of the wider Ministry of Health.
In addition to the Ministry-level values, NZHIS has identified several culture and value priorities during planning workshops that we will continue to work on. One area in particular that has been identified as significantly important relates to the NZHIS work environment and how we value our people.
