Governance Structure of IHTSDO
IHTSDO Groups
New Zealand is an active participant in several of the IHTSDO forums, committees, and working groups. Specifically, New Zealand has representation on the:- Management Board
- Member Forum
- Mapping Special Interest Group (MapSIG)
- Primary Care Special Interest Group (PC-SIG)
- Standing Committees.
Management Board
The Management Board is the governing body that has overall responsibility for the management and direction of the IHTSDO.The New Zealand Management Board representative is Ted Cizadlo, Information Strategy & Architecture Ministry of Health.
Member Forum
The Member Forum acts as an advisory body to the Management Board. The Member Forum is a means for optimising the collaboration and coordination among member countries.The New Zealand Member Forum representative is Tracey Vandenberg, Manager New Zealand National Release Centre Ministry of Health.
Working Groups
Special Interest Groups (SIGs)
Special Interest Groups (SIGs) are open to anyone who wishes to participate in examining issues and undertaking tasks related to specified topics that are relevant to the IHTSDO and its members.Current SIGs are:
- Anaesthesia
- Concept Model
- Education
- Implementation
- International Pathology & Laboratory Medicine
- Mapping
- Nursing
- Pharmacy
- Primary Care
- Translation
Each of the IHTSDO groups has a collaborative space.

Project Groups (PGs)
Project groups are focused on completing specific tasks within a defined period of time.Mapping Special Interest/Project Group (MapSIG)
The mapping project group consists of representatives from the IHTSDO member countries and the World Health Organization (WHO). The representatives have knowledge in either terminology (SNOMED CT®) or classification (ICD-10) or both.The New Zealand MapSIG representative is Tracy Thompson, Clinical Coding Services, Ministry of Health and Ted Cizadlo, Information Strategy & Architecture, Ministry of Health.
Approximately two years ago the IHTSDO approved a project to review and develop an international standard semi-automated mapping between SNOMED CT® and The International Statistical Classification of Diseases and Related Health Problems, Tenth Revision (ICD-10) 2008 Edition.
The SNOMED CT® to ICD-10 mapping purpose is to support the epidemiological, statistical and administrative reporting needs of the IHTSDO member countries and the WHO.
One of the first mapping project activities involved identifying the most frequently used clinical terms from IHTSDO member countries; New Zealand contributed to this activity by submitting data from the National Minimum Data Set (NMDS).
The frequently used clinical terms from the IHTSDO member countries were then amalgamated to form one list, which is known as the ‘priority subset’. The priority subset contains approximately 9600 SNOMED CT® concepts that will be mapped as part of the SNOMED CT® to ICD-10 mapping project.
Other project activities include developing and documenting:
- mapping principles and methodology
- mapping work flows
- mapping data structures
- mapping examples
- quality assurance
- mapping prototype exercises
- other tasks identified during the course of the project.
Agreement from the WHO is required before the SNOMED CT® to ICD-10 mapping process can be finalised. However, work will continue on developing, identifying and formalising the requirements for the map.
Primary Care Special Interest Group (PC-SIG)
This group share and gain knowledge of primary care concerns from IHTSDO member countries. The group is focused on upgrading from Read Codes to SNOMED CT®. The upgrade will involve mapping, migration into Practice Management Systems (PMS) and development of improved interfaces.The New Zealand Primary Care members are: Dr Tim Gardner, Twizel Medical Centre, Twizel and Dr Richard Medlicott, Island Bay Medical Centre, Wellington.
Standing Committees
The four standing Committees of the IHTSDO are the:
- Content Committee
- Research & Innovation Committee
- Quality Assurance Committee
- Technical Committee.
The committees provide advice to the Management Board.
Quality Assurance Committee
The Quality Assurance Committee is responsible for the development and quality assurance of SNOMED CT® and its related standards and the Association's other terminology products in harmony with proper respect to external standards.The New Zealand Quality Assurance Committee representative is Dr Richard Medlicott, Island Bay Medical Centre, Wellington.
Technical Committee
The Technical Committee is responsible for and will advise the Management Board on the specification and monitoring of the technical framework and tools for the development and maintenance of SNOMED CT® and its related standards and the Association's other terminology products and framework for doing business.The New Zealand Technical Committee representative is Ted Cizadlo (chair) Information Strategy & Architecture, Ministry of Health.
